ABUJA — The transition of power at the Joint Admissions and Matriculation Board (JAMB) has hit a critical security and administrative crisis. Institutional whistleblowers have issued a high-level "Safety Alert" to the new Registrar, Prof. Segun Aina, warning him of severe financial vulnerabilities, absconding officials, and the dangerous presence of an overbearing external consultant acting as a "shadow director."

The explosive alert, obtained exclusively by the Ayekooto Media Investigative Desk as part of the ongoing Institutional Governance Series (IGS-015), demands the immediate shutdown of specific operational loopholes that threaten to derail the new administration before it even begins.

The Fleeing DFA and the Remita Security Threat

The most alarming revelation in the safety advisory is the sudden disappearance of the former Director of Finance & Accounts (DFA), Mr. Mufutau Bello.

According to the whistleblowers, Mr. Bello—who was removed from his position as DFA in July 2025 following widespread controversies—has "finally run away." Highly placed sources confirm that he failed to surface at the JAMB national headquarters to conduct a proper, statutory handing-over process. 

This disappearance is causing massive panic, as the whistleblowers allege that Bello may still retain backend operational access to JAMB’s Remita payment platform. 

"We have received information that despite his removal, Mr. Bello may have remained a silent operator of JAMB's Remita platform. His failure to officially hand over makes this an obvious financial-control and governance risk that Prof. Aina cannot afford to downplay," the alert stated.

Exposing the "Shadow Director": The Damilola Bamiro Anomaly

Beyond the financial architecture, the whistleblowers have drawn a massive red line regarding the administrative hijack of the Board by an external ICT Consultant, Mr. Damilola Bamiro.

Bamiro, who was originally contracted by the former Registrar, has allegedly metamorphosed into a "shadow director" whose unchecked powers have created a toxic environment at the JAMB headquarters. According to the petition, Bamiro holds more power than statutory civil service Directors, routinely attends highly sensitive management meetings where he has no legal jurisdiction, and is known to insult and belittle senior JAMB staff at will.

The whistleblowers issued a stark warning to the new Registrar regarding Bamiro:

"He has absolutely nothing legitimate doing in JAMB anymore. His continued presence and overbearing influence in the Board’s ICT and administrative affairs is a direct threat to the success of the new Registrar. If Prof. Aina is to succeed, he must immediately flush out this toxic anomaly and restore the dignity of statutory civil servants."

The Survival Blueprint for Prof. Segun Aina

To protect his new administration from inheriting obscured financial liabilities and administrative landmines, the whistleblowers outlined a strict action plan for Prof. Aina:

1. Immediate Verification of Remita Architecture: The new Registrar must personally order a review of who currently holds access to the platform. He must completely deactivate the profiles of Mufutau Bello and any other retired, redeployed, or absconded officers to secure the treasury.

2. Eviction of Unauthorized Personnel: Mr. Damilola Bamiro and any other external consultants operating outside their legal mandate must be immediately barred from management meetings and restricted from overriding statutory Directors.

3. Commission a Forensic IT Audit: An independent audit of JAMB's Remita operations must be launched. This includes examining computerized controls, audit trails, and transaction histories, especially in light of the missing former DFA.

4. Draw a Clear Financial Line: To protect himself, Prof. Aina is advised to document the exact point at which his administration assumes responsibility for JAMB's operations, preserving all inherited electronic records before signing any new mandates.

The whistleblowers concluded the advisory with a powerful plea to the new Registrar, stating that their demands are not born out of vindictiveness, but out of a necessity to salvage the Board. "Taking the right steps today will secure JAMB’s resources, reputation, and the confidence of Nigerians. Prof. Aina must act now."
